Weapons: Ceremonial Elven Blade, enchanted with fire. He prefers to travel unarmed, and rely on his Bound Bow and Summons. He does have an Elven Bow as well, it's enchanted with fire and is highly reinforced with Moonstone.
Armor: Full set of Flawless, Gilded, Elven Armour, enchanted with buffs to health, conjuration, sneak, and archery, and refined with quicksilver. He wears a powerful ring he received from his father, which increases his ability with any bow.
Skills: Conjuration, Restoration, Archery. Specifically Bound Bow, and Elemental Atronachs. Skilled Healer.

Head Justiciar Ondolemar - A hard Elf, who would seek to root out all Talos Worship in Tamriel, through force. He reports to Elisvan, who would seek to teach him patience and the value of diplomacy.
Sapiarch Caladwen - The Spiritual leader of the Dominion. She is 600 years old, and rarely speaks, preferring her tomes of ancient knowledge, and peaceful meditation.
Isabella Ruby-Star - The Granddaughter of The Sapiarch, she has been missing for 10 years.

Personality: Not your typical High Elf. He believes in Elven Supremacy only as far as teaching the younger races what he knows, and encouraging them. He loves Arenthia Red Wine, and has cases delivered each week from Valenwood. Having seen, first hand, the horrors of The Great War, he has decided to devote his life to peace and diplomacy. He hopes the people of Skyrim will work with him for the betterment of all.
Story: Born in 4e 135 In Skywatch, Summerset Isles (Alinor).
Studied Conjuration and Restoration at the ruins of the Crystal Tower. He spent summers in Valenwood, hunting and learning to use a bow. His father discouraged this, and wanted him to focus on his studies, but Elisvan would frequently sneak away to the forests.
He eventually joined the Aldmeri Dominion, and served in Cyrodiil under Lord Naarafin.
In 475, Elisvan fought in the Battle of the Red Ring. He barely escaped with his life, and fled to Hammerfell where he joined Lady Arennelya as she was regrouping.
She promoted him to Vicereeve, a largely ceremonial title for his bravery and skill in battle. He was sickened by the horrors of war and turned his talents to diplomacy. As he was known among his people and refused to lead in the military, he was appointed First Aldmeri Emissary to Skyrim, at age 75, a young age for an Altmer Ambasador. His prominence is explained by his political connections, closeness with Arennelya, and his performance in the war.
He now works out of the Thalmor embassy to the north, as well as Northwatch Keep. He enjoys hunting in his spare time, but never wasting any of his kill.
He still has his enchanted Elven Sword and Gilded Armour from the war, though these days he wears the standard Thalmor robes. He keeps his weapons and armour in his office at the Thalmor Embassy outside Castle Dour, though he hopes he will never need them.
